Understanding Coordination of Medicare and VA Benefits

Verified against SSA POMS as of September 29, 2026

The short answer

Medicare and Veterans Affairs (VA) benefits cannot be used for the same services simultaneously. Medicare pays for Medicare-covered services. The VA pays for VA-authorized services. If the VA authorizes services in a non-VA facility but not all services received, Medicare may cover the uncatered services provided they are Medicare-covered.

Coordination of Medicare and VA Coverage

Medicare and VA benefits are distinct and generally do not pay for the same services. When using healthcare services, beneficiaries must decide which benefit to use. If a service is authorized by the VA at a non-VA facility, but not all services are covered, Medicare may cover the remaining Medicare-covered services.

Restrictions and Exceptions

While beneficiaries can have both Medicare and VA benefits, they must choose which to use for each treatment. Neither can pay for the same service at once, except under specific circumstances, such as when not all services in a VA-authorized facility are covered by the VA.

Using Both Benefits Efficiently

Veterans can maximize their benefits by understanding the scope of coverage each program provides. For instance, they might use VA benefits for services exclusively covered by the VA and Medicare for situations where Medicare coverage is more comprehensive (MCR:health-drug-plans/coordination/who-pays-first).

Frequently asked

Can I use Medicare and VA benefits at the same time?

No, Medicare and VA benefits cannot be used simultaneously for the same service. You must choose to use either Medicare or VA benefits for each service.

What happens if the VA doesn’t cover all hospital services?

If the VA doesn’t cover all services during a hospital stay, Medicare may cover any Medicare-approved services that are not authorized by the VA.

Do VA benefits affect my Medicare benefits?

VA benefits do not affect Medicare coverage directly, but they cannot be used for the same services at the same time.

How do I decide whether to use Medicare or VA for a healthcare service?

Consider which program provides the most comprehensive coverage for the service you need. VA services are free or low-cost at VA facilities, while Medicare can be used with any provider that accepts it.

Will Medicare cover prescriptions not filled by the VA?

Medicare Part D can cover prescriptions filled outside of the VA if they are included in the Medicare formulary.
